In relation to national and international studies on neighbourhood development and the concept of the 15-minute city, we discuss in this research the necessity of transformation processes to make urban complexities tangible and to shape sustainable urban futures collaboratively. What role does the neighbourhood play in local real estate development? Densely built inner-city neighbourhoods are prototypical of multiple changes and point to crisis-related grievances that depend significantly on ownership. On-site research, online surveys, and interviews indicate that owners of small-scale properties are important actors in neighbourhood transformation efforts. This study highlights the neighbourhood-related interests and needs of Berlin property owners on a sample basis. In particular, owners who use their property themselves are, due to their dual function as residents and owners, potential transformation actors who can be activated by means of external support services and collaborative planning formats. Based on three transformation areas (mixed use, climate adaptation and mobility management), we reflect on contemporary agendas and their actors as well as opportunities and obstacles from the owner’s perspective.
